Improving urban land development in Kathmandu Valley with reference to land subdivision and land pooling projects

AbstractThe accelerated pace of urbanization in the Kathmandu Valley has given birth to serious urban development problems. The increasing land and housing activity for accommodating the increasing population has worsened the inadequate network infrastructure, and caused environmentally unsound physical development. One of the main problems is the informal and haphazard pattern of land development in the suburban and urban fringe areas. Haphazard land partitioning by brokers is taking place with access to the new plots being provided by new narrow lanes in erratic layouts and without public utility networks, in the newly urbanizing areas of the Valley. Even the land developers are not following uniform layout and subdivision standards in their subdivision projects. This study outlines, reviews and assesses the urban land development process in the Valley, with particular reference to the private land subdivision projects and the government land pooling projects so as to recommend on measures to improve the subdivision projects and to achieve more efficient and equitable land pooling proj ects. The study also investigated the experience of the various participants in both types of projects. It reports case studies of the five completed and near-completed land pooling projects, and outlines the nine land pooling projects under preparation and implementation. It also presents five mini-case studies of five of the 15 private land subdivision projects that were inspected. The study has found that the land pooling technique is an appropriate land management technique to achieve a well-planned suburban and urban fringe areas in the Valley. Therefore, the government should introduce guidelines for the improvement of the project preparation and implementation process in order to achieve efficient and expeditious projects. However, private land subdivision projects will continue to be an important and increasing form of land development in the Kathmandu Valley. Therefore, the government should prepare and apply land subdivision regulations in order to improve the private land subdivision proj ects. To assist these measures, this study proposes operational guidelines for land pooling projects so as to prepare and implement the projects efficiently and effectively. Draft residential land subdivision regulations are also proposed to guide and regulate the land subdivision activities of the private land developers in the Kathmandu Valley. The study concludes with further recommendations for the improvement of the urban land development process in the Kathmandu Valley.
