AbstractTransportation Economics is significantly influenced by unique conditions in this sector. In case of free road and the existence of traffic congestion, prices paid by the users are lower than the marginal cost. Mainly due to this character, some controversy over the measurement of social benefit, of a transport investment, has been raised. Some researchers question whether the application of traditional methods in measuring the social benefit using the sum of consumer's and producer's surplus, is sufficient. This is particularly relevant when the pricing level is different from marginal cost pricing. It has been suggested that the effect of dead weight loss needs to be calculated as well. Using a time extended general equilibrium model proposed by Morisugi (1989), this study indicates that the consumer's and producer's surplus method is sufficient at least for monopoly and average cost pricing situations which are typical second best situations. This study clarifies the mathematical derivations that is not included in the previous Morisugi model. Lastly this study also deals with benefit max1m1zmg prices for different traffic conditions and the effect of substitute route on the benefit maximizing prices.
