AbstractACCEST (ACCuracy in ESTimating), a design cost analyser program, was created by Ogunalana (1989) in the United Kingdom to monitor the accuracy of design cost estimates. The testing of ACCEST was achieved by employing data from civil engineering projects in the UK only. Yeo (1995) developed ACCEST to ACCEST95 in Thailand with a prime objective of adapting the program package to both civil and building projects in developing countries like Thailand. ACCEST95 achieved the objective while its user-friendliness is extremely unsatisfactory due to the operating system (DOS) and its features. A Windows version of the program named WinACCEST was created with the object of enhancing user-friendliness without changing the concept of accuracy in design cost estimating. Microsoft Excel and Visual Basic for Applications (VBA) were employed to create WinACCEST. With a new version, the user will receive much user-friendliness than the pervious versions due to the benefit of Windows environment as well as a new feature of the program. A procedure for the data inputting, a user interface, procedures or steps of using the program, menus and forms, and results printing are the items that improved and given to WinACCEST. The data that tested by ACCEST95, was employed for testing WinACCEST as well. The results received from both programs are exactly same. As the same results, it means that both WinACCEST and ACCEST95 are based on an identical concept for calculating the accuracy of design cost estimates.
