AbstractBidding is a business method which is widely used to assign construction works all over the world. It is the inevitable outcome which the commercial economy develops to a ce1tain extent. It establishes the framework for construction works. By encomaging contractor's ingenuity, it can offer major opportunity for improvements and cost savings on the project. In the intemational construction market, competitive bidding has already been used with a long history more than one hundred years, and the bidding system is tried. But it is still in the inception stage in the Chinese construction market. Now the reform of construction industry and construction administration system is going on in China, introducing appropriate bidding system is an impo1tant component in this process. Over ten years, although the bidding system has got a great progress in China, it is limited by outer environment and the economic condition. The advantage of market competitive system is not completely embodied. The Chinese bidding system, which is just stayed in its primary stage, always has contradiction in the cunent practice. This study attempts to examine the bidding system in Chinese construction industry. In order to uncover the underlying factors that characterize the Chinese bidding system, the competitive bidding system used in USA is introduced. Through analyzing the cunent situation and comparing the different system, also investigating the actual construction works in China by face to face interview, the problems related to the areas of system of organization, operational mechanism and legal system will be found which are existing in Chinese bidding system. This study also proposed some suggestions which is beneficial to Chinese construction industry.
