AbstractChinese economic system is undergoing a great change in recent years. The rigid highly centralized planning economic system is being gradually replaced by socialism market economic system, and a profound reform has taken place in every aspects of Chinese society. As one of the five cornerstone industries of China, the construction industry is being significantly reformed in many ways, such as the emergence of the construction market, the multi-sources capital investment, th~ newly-established construction supervision system which is forming unprecedented three-entity construction market. The project delivery systems also became diversified due to the involvement of the supervision system. However, such a great change, like other new-born things, unavoidably encounters many resistance from the existing system and influence, many difficulties from the misunderstanding as well as some contradiction to the fundamental system. These issues need to be further explored from both theoretical and practical perspectives. Based on the present situation of construction industry of China and the experience of some developed countries, the study focus the discussion mainly on the development of the new Chinese construction supervision system and the comparison of the system and the consulting system of other countries. Some recommendations, such as strengthening the position of the new supervision system through lawmaking, maintaining the quality of supervision company through strict qualification examination, improving the quality of the new supervision engineer through training and international cooperation, and so forth are made in the study for solving the current problems faced by the new system.
