AbstractIndia is undergoing process of economic liberalization leading to rapid industrialization and thus emerges as one of the worlds largest 'Power' market. The Government of India is welcoming Independent Power Producers (IPPs) by clarifying about its healthy intentions and ensuring irreversibility. Everyone is feeling now it is time for real action. This study critically identifies various factors compelling government towards privatization in power sector. The new policy is discussed in detail, which also provides a scope to learn about the process of IPPs entering the market. Power sector being capital intensive, requfres a set of guarantees and agreement well acceptable to the financial institutions. The study not only explores the current set of guarantees under practice but will also discuss the capability of different institutions to support new power generation capacity. The state electricity boards being the potential buyer of electricity from IPPs act as foundation for them. This research is based upon a case study of a state owned electricity board under process of encouraging privatization in power generation and trying to solve problems related to the subject. The conclusions have been drawn after critical analysis and recommendations for improvements related to the current policy is suggested. The study may prove to be useful for not only the policy makers but also for IPPs willing to set up power plants in India. The study is an infinitesimal effort towards ensuring India's 'Golden Future. '
