AbstractThe objectives of this research are to overview the performance of the State Cement Corporation of Pakistan, before and after privatization, the major obstacles to privatization and to propose some recommendations to make the privatization process more smooth and fruitful for the country and for the people. This research has summarized the position of cement industry in Pakistan, the privatization policy of Pakistan, its impacts on cement industry, obstacles to privatization and the factors and forces which are making it more difficult and cumbersome process. The most important finding of this research is that privatization is the need of the time and it is true for Pakistan also. But to do this the particular industry should be studied carefully. It is absolutely possible that some other arrangements are required before the privatization of a particular industry. As far as cement sector is concerned, It is proved from this research that, government should go for gradual deregulation of the industry. Due to full divestiture, both, the industry and government are now in trouble. In industry, big businessmen have made their cartels and there are very less chances left that healthy competition will increase. For the government, it is facing difficulties to privatize the remaining loss making units, due to the privatization of good units at very nominal price. The detail of all these events is given in the study.
