AbstractIt is the policy of the Federal Government of Pakistan to reduce public expenditure by encour~ging private sector participation in the development of a national expressway system and the provision of major roads and bridges. This is to be achieved through a public-private partnership in which the two partners share responsibilities. The objective of the government in entering into such a partnership is to ensure that the project is built to specified standards, opened within an agreed timescale, and operated thereafter efficiently and safely - thereby delivering an affordable, enhanced transport facility to the public that it represents. the Government of Pakistan has embarked upon the road to privatization to keep up with trend of private sector funding of the development of the transport system, which is not only visible in developed countries but also developing ones. The Government of Pakistan, keeping in view the current economic, legislative and investment situation of Pakistan, has formulate a policy package as the initial step towards private . sector participation encouragement. Though, the policy itself will make the environment conducive to private investment, implementation will be the actual deciding factor. The path to implementation of the government's policies may evidence many obstacles which may be overcome if certain measures are taken.
