AbstractAsian countries are making rapid strides in the privatization of the electricity sector. Private sector participation is vital in view of the paucity of resource in public sector and growing demand for electricity in these countries. An attempt has been made to develop a framework for the successful development and project financing of the large private power projects in the Asian context. The various factors critical for this have been identified. The status of power sector privatization, issues involved and implementation in India and Malaysia has been analyzed on the basis of review of literature, companies reports and discussion with various agencies involved. Various factors critical for the success of the private power projects have been identified. The key to successful project financing is the identification and efficient allocation of project risks among various parties who are in the best position to bear these risks. A framework for risk analysis and allocation has been developed. The project structure is also vital for any project and a framework for the scope of responsibilities has been presented in this study. The conclusions have been drawn, and recommendations for improvement in the development and financing of private power projects in India and Malaysia have been made. The research is based on the case study of one project in each country, therefore the conclusions drawn has limitations and the framework can be applied to a specific project with careful comparison. The project financing is unique for every project but there are some common factors, therefore the conclusions and framework of this study can be used as generic guidelines for projects having comparable features and environment.
