Abstract | Performance Evaluation is a system in which objectives, indicators and targets are used to direct the performance of the state enterprise with the sole aim to improve its management and performance. The effectiveness of such a system is related to many factors. However, during the whole process, planning and designing are deemed to be critical and most difficult as well to be carried out. The objective of this research is to assess a performance evaluation system which is newly launched in Thailand under the label of Performance Agreement(PA) through documenting the activities at the initial stages. The research is conducted through interviewing and working with three participants involved in the pilot project, namely the Ministry of Finance, the Thai Rating and Information Service and the state enterprises. To better illustrate the details, three state enterprises, namely the Metropolitan Waterworks Authority, the Airport Authority of Thailand and the Government Pharmaceutical Organization are selected for studies. The new performance evaluation system has been creatively initiated and successfully launched. However, possible impediments can not be neglected. Such factors are discussed at the end of the research and based on that, recommendations are provided for future practice. |
