Abstract | This paper is to address the potential of privatizing the Taipei Rapid Transit Corporation (TRTC), a public enterprise, prepared to operate mass transit line in Taiwan. In order to increase efficiency and cope with the changing environments, it was advocated to expedite privatization program. With the experience of the transportation sector reform from foreign countries, privatization has shown to benefit both the users of individual service and the economy in general. TRTC may have to operate mass transit with flexible and autonomous management in public enterprise in the initial stage, and then, pave the way for privatization. It is also to analyze the operating environment and the characteristics of rapid transit industry. The paper discusses the method of operation for rapid transit systems, and broadens the "build-operate-transfer" arrangement to stress public-private and intergovernmental funding partnerships. Transit requires more private involvement to improve their levels of service. Strategies are needed to cope with the problem encountered and provide some techniques for forwarding privatization. Private sectors have numerous opportunities to cooperate with TRTC such as system operation, maintenance, joint development, retailing shop, and advertising. TRTC's plan on privatization has to relate to government policies and social and economic factors. The government should support privatization task as well as provide a proper legal framework for TRTC's privatization. |
