AbstractThis study explores the major issues related with Electricity Generation and the Environment, and provides policy recommendations for power sector development, taking North China Power Network as a case study. With regard to the existing power system, from a detailed technical point of view, the reasons causing more air pollutants emission are analyzed in following aspects: generation efficiency, plants operation, auxiliary power usage, transmission and distribution loss rate, and coal quality. This study highlights the potential of emission reduction in the existing system. By using the energy-environmental model EFOM-ENV as a tool, cost-effective mixtures of power sector development strategies are determined. The strategies are directed towards controlling classic air pollutants emission, including fuel switching, substitution of energyconversion technologies, application of emission control technologies, and energy conservation. The study shows the importance of energy conservation strategy, the application of advance conversion technologies, and emission control technologies. Taking power utility as an objective, the study identifies the framework of environmental management system in China. The effectiveness of the system is discussed by analyzing the response from the power utility to the environmental protection policies.
