AbstractAlthough solid wastes are not equal to pollutants, they may threaten human health or environment when improperly disposed. In Taipei municipality, land scarcely available for landfilling and more stringent environmental regulations enforced the authority adapt more expensive disposal method -- MSW incineration. The main goal of incineration is to destroy the organic pollutants and to reduce the volum,e and quantity of solid waste. Incineration must achieve environmentally sound benefit and economic cost effective. Technical analyses make sure that secondary pollutants through stack emission, wastewater effiuent, and residual ash disposal are efficiently controlled under normal operation. Nei-Hu and Mu-Cha plants maintain well-performed combustion quality to be able to meet the latest demands from environmental regulations, but there are still plenty of room for management improvement. Unit MSW incineration disposal costs are meaningful to be evaluated through economic evaluation after technical analysis. The average unit cost is NT$ 1641.45 per metric ton of raw solid waste. The authority collected waste disposal fee by surcharging on water consumption fee, because of the more expensive MSW disposal methods. The appropriate surcharge rate is recommended 20. 70% of water fee in city water served area or NT$ 61.36 per family per month without decreasing service and raising tax.
