Abstract | Rapid pace of electricity demand in Thailand encourages for Electricity Generating Authority of Thailand (EGAT) privatization. The major program through this scheme is the on-going Independent Power Producer (IPP). Since this is the first time for private power industry in Thailand, the knowledge and experience of this industry should be build especially for the investor. This research aims to provide the knowledge for the processes and criteria of IPP project finance as well as the risk analysis for the existing large scale private power producer. The overall process of IPP project finance is presented step by step with the criteria from each party involved. In addition, the risk analysis of Rayong Electricity Generating Co.,Ltd (REGCO) is conducted particularly for its risk mitigation in order to provide the precedent case to apply in further IPP projects. Finally, the checklist for the most imp011ant element of IPP project finance, the effective Power Purchase Agreement (PPA), focused only the scope of financing is recommended. |
