AbstractLearning and innovation are key factors for exceptional organizational performance, prolonged prosperity and survival, especially in today’s economic setting with continually expanding global competition, and fluctuating markets. Leaders are the main influencers and the major source of support for the growth of employees’ learning and innovation. While most available studies focus on the approach to leadership and managerial techniques, limited research has inspected the impact of a leader’s technical capability on subordinates’ performance. This research investigates this impact on subordinates’ innovation and learning work behaviors in high-tech organizations. The data were assembled and analyzed according to the responses from 179 members and their leaders within 68 telecommunication organizations in Vietnam. The results show that leaders’ technical competence has an effective impact on how well their subordinates can learn and innovate. Moreover, the subordinates learning behavior mediates and balances the relationship among managers’technical competence and employees’ innovation; the leader’s technical competence has a beneficial effect on learning of subordinate that, in turn, has an effective impact the subordinate innovation
