Abstract | The Social Mobilization Programme like all genuine development programmes, is fundamentally about people; the improvement of their working and living conditions, the enhancement of their sense of personal worth and dignity. Many aspects of the programme are too complex and processual to be easily measurable. Rather than being seen as opposed to each other, qualitative and quantitative techniques are used complementarity, to provide different kinds of interpretations of an ever-changing reality. The members have created a suitable environment to participate in development as partners of their organizations. Personality development is leading to a re-awakening of the entire community. Credit is a powerful development tool, but like any tool its effectiveness depends on how it is used. And this, in turn, depends largely on the particular conditions under which it is employed. The Social Mobilization Programme demonstrates that the loans can make major differences in the physical and psychological welfare of the poor. The findings of this study should represent a valuable contribution to development pl~g in general and credit programmes for the rural poor in particular. Institutional development through people's participation should be adopted by the government agencies for people-centred development, and NGOs should be promoted to undertake community organization at a larger scale than practised now. |
