AbstractThe Southern Thai-Lao Mekong River Bridge Project was proposed by ADB m 1989. It aims to provide an imp01tant stimulus for production and development m Savannakhet province in Lao PDR and in Northeast Thailand, especially Mukdahan. In 1989, ADB determined five possible locations of the bridge. At that time, the consultants recommended site no. 3 as a location of the bridge. Until April 1996, the Thai and Lao had not selected a specific location of the bridge. The proposed bridge has been attracting investment, development and speculation to these areas, especially Mukdahan. The province is already facing problems in uncontrolled development and land speculation. Although the bridge project will impact the province directly, not all of the existing plans consider the bridge project seriously. The main reason for this is that information about progress of the project and specific location has not been available to planners who were preparing documents like the provincial Investment Plan, the Strategic Plan and the General Plan. The general objective of the study is to use the Strategic Planning approach as a technique for decision making in urban planning, centred around the case of the Southern Thai-Lao Mekong River Bridge Project. The specific location of the bridge (site no. 2) was selected in April, 1996, while the author was doing her field work. Therefore, the study is a kind of a paper exercise which aims at demonstrating the use of Strategic Planning in urban development planning, apart from simulating the selection of a specific location for the bridge. The study was conducted in Mukdahan and Savannakhet, on the other side of the Mekong River. Two methods, which are related to the Strategic Planning, were used as tools in the study. The first method is Stakeholder Analysis which aims to explore roles and responsibilities of the stakeholders, and their preferences about the locations of the bridge. The second method is "STRAD2" or the STRategic ADviser (version 2) which is a computer-aided decision support tool based on the Strategic Choice Approach. The STRAD2 exercise was also needed as a demonstration case for determining the most suitable location of the bridge. From the analysis of stakeholders, site no. 2 is the most preferable location. By using the STRAD2, site no. 3 is the first priority and site no. 2 is the second priority. Decision-making by the two methods thus confirms the consultants and the governments' decision (site no. 2). Assessment of current planning in the study shows that linkage between the national/regional project (the bridge project) and the local level plans lacks strategic planning quality. The strategic planning tools such as those presented in the study should be used as an approach for increasing strategic quality the local level planning.
