Abstract | Deforestation is a complex problem that has largely resulted from poverty, unequal land distribution, pressure of a growing population, environmentally unsound development policies and poor coordination in programme implementation. The districtwide deforestation has been caused by increasing population pressure, the policy of cash crop promotion, infrastructure constrnction, poor coordination between concerned line agencies and lack of public participation in forest conservation and management. Deforestation in the Pakchong section of the Lam Ta Khong watershed has severely affected productive, protective and amenity functions of forest. Soil erosion, land degradation, declining aglicultural productivity and watershed degradation are the prima1y consequences of forest degradation. The current planning system is top-down type, dominated by the central office. Other related problems are poor local institutional capability in planning and management of forests, limited number of personnel, inadequate funding support and poor coordination. It is recommended to decentralize forest management planning and programme implementation responsibilities to the District Agencies in order to ensure the effective conservation and management of forests. This endeavour should be reinforced by mustering people's participation in planning, implementation, monitoring of management programme and strengthening local institutional capability in project planning, implementation and management. Notes: 1. This Research Study was completed as part of the requirements for the SPRING ( Asia ) Programme. SPRING, an acronym for Spatial Planning for Regions in Growing Economies, is an M. Sc. Programme jointly offered by AIT and the University of Dortmund, F. R. Germany. Under the SPRING Programme, a Research Study canying 12 credits must be conceptualized and completed within only one tenn, i.e. from 1st May to 31st July. Preferably, the topic should be related to the preceding district development workshop. The SPRING Programme thus differs from other M. Sc. programmes at AIT where most students write a thesis, which spans at least eight months. 2. Professor Dr. Volker Kreibich (The University of Do1tmund, F. R. Germany ) attended the final examinations of the SPRING (Asia) students in August 1995. |
