Abstract | Valuation of enterprise properties has been and remains one of the most difficult problems in privatization of state enterprises. This becomes more complicated in countries in transition from the centrally planned to a market-oriented economy like Vietnam. Many asset and business valuation methods that have been recently applied or recommended for Vietnamese enterprises' privatization still lack consistency and do not systematically take into account many aspects of state enterprise divestiture. As the country is preparing to continue the privatization on a large scale, the need for more reliable and rapid valuation process is only increasing. The valuation framework is proposed as an attempt to solve these shortcomings application of which is illustrated in a calculation example. It combines a practical partial equilibrium approach with financial analyses and valuations. The valuation model could be further examined and refined with more relevant data in order to work out an applicable and more reliable framework suitable for the specific conditions of the country. Recommendations made will, hopefully, be of assistance for both agencies and individuals who are involved in the process. |
