Abstract | In this study, a new approach used for interfuel substitution analysis has been developed in the framework of MEDEE-S model. It is known as End-use Based Engineering Approach which analyzes comprehensively the possibility of fuel substitution at the level of each end-use. Two sectors, industry and transport, have been analyzed in detail. The approach has been applied to the industrial and transportation sectors of Ho Chi Minh (HCM) City in Viet Nam to analyze the possibilities of interfuel substitution. In the industrial sector, the possibility of substitution of fuel oil and natural gas for fuelwood during the 1992-2010 period has been studied. In transportation sector, the penetration of LPG as a substitute for gasoline and diesel was examined in urban area in the same period. The results show that fuel shares in total industrial energy requirement are sensitive to both energy management policy and relative cost of fuels. However, their responses are not the same for all fuels: most sensitive for fuelwood and less sensitive for natural gas. The substitution of gasoline and diesel by LPG in urban transport is proved to be an important and necessary measure for improving air quality but this substitution depends on the strong energy management policy. |
