AbstractEvaluation of scientific and technological achievements (ST As) is very important for management of science and technology in China. There are some problems in current evaluating models. The study develops an evaluating model that seems more reasonable and appropriate based on the preference of consultants by using the Analytic Hierarchy Process (AHP). Meanwhile, the study analyzes the difference among AHP grouping decision making methods, and some new findings are obtained. Significant differences of preference for the priority weights of evaluating factors are found among the consultants from universities and S&T research institutes, production units, and government departments. This is one of the reasons resulting in low transforming rate of STAs in China. The study also discusses how to apply the model developed in the study to evaluate achievements of main programs of S&T in China. On the basis of the above work, some conclusions and recommendations are made.
