AbstractThe use of electronics technology has been increasing rapidly. This makes integrated circuit utilization very important. The semiconductor can be regarded as the heart of the electronics industry. Hence it is important to promote semiconductor industry. Semiconductor industry is crucial for the development of electronics industry in order to reduce dependency on imported components and to enable the industries to compete internationally in the global market. Most competitive advantage for the semiconductor industry results from the government policies. Further the technology infrastructure is also important to promote the industries so the government should identify the weight assigned to its policy objectives. Then in the long run the success of the industry depends on technology climate within which the industry operates. The research attempts to study the factors that are enabling and fostering the innovations. The fostering factors have been looked through the demand condition, resources condition, structure of the institution and cultural conduciveness. The enabling factors have been looked through the linkage between R&D institutions and industries, the catalytic efforts of innovation mentors and the facilitating role of innovation guiders.
