AbstractResponsibility center system is one kind of management control systems of decentralized organization. Management philosophy of decentralized organization has been used by enterprises. The Chinese Postal Service in Taiwan has been requested to conduct responsibility center system. In order to fully utilize the benefits of the system to be able to have competitiveness, the Directorate General of Posts (DGP) made efforts in the practice of the system. Various administrative departments and post offices have been categorized as different responsibility centers. The study first explains the decentralized organization structures, discusses various aspects of decentralization. And then, the theories of responsibility center system have been presented in this study. The existing situation of the Postal Service in the practice of this system have been highlighted. Finally, conclusions and recommendations have been made for responsibility center system in general and the system used by the Postal Service in particular.
