AbstractCommercialization of scientific research results is the most critical yet rewarding phase in the integrated innovation process. It brings the research results out of laboratory environment and into the economic mainstream. The quantum of government funding in research and development is of considerable magnitude in each country and therefore necessitates critical examination. The success of commercialization process depends on both the technical and nontechnical factors. Though in reality, it becomes difficult, to separate them. Together they determine the success or otherwise, of the commercialization process. The study aims at assessing the importance of different factors that impeded the transfer of technology from government-funded laboratories to industry. The recommendations for the choice of suitable mechanisms in order to address these problems are also presented. The conceptual framework is applied in Pakistan. The experience of R&D executives in Pakistan regarding the process of government-funded R&D results utilization suggests that projects with a well-defined market, engaging a technologically capable industrial partner and triggered by the commercial motives of the industry is more likely to succeed in the market place. The study shows that the major problems in the commercialization of government-funded R&D in Pakistan include unavailability of resources, lack of demand-orientation of the R&D projects, lack of industrial experience of R&D personnel, unavailability of a dynamic and competent industrial partner, low morale of the research personnel, lack of willingness of the industry to pay for the research results and preference of industry and consumers for the imported technology. The choice of a suitable mechanism of transfer of technology from national laboratory to industry is a key to success. The study shows that information dissemination, personnel movement, influencing key decision makers, joint venture, contracting-out research and development and provision of venture capital seem to be among the most desirable mechanisms for the purpose, in the country.
