AbstractRural unemployment in particular, and unemployment in general is a common feature of developing countries and Thailand is not an exception. In such a situation, development of rnral cottage and handicrafts industries are considered as an important strategy for creating income and employment opportunities for the rnral people in general and women in particular. The industrial policy in Thailand is especially in favor of heavy capital oriented industries and the rural household based industdes have got very little attention in the eyes of national policy makers, though promotion of small cottage industries have been proved a substantial contribution to the rnral economy and thereby to the national economy. In the present study, an attempt has been made to highlight the potential and prospects for developing household based cottage and handicrafts industiies so as to provide the off season employment and income opp01tunities for the women folk who have low access for external employment opp01tunities. The Research topic was generated dming the SPRING planning workshop after pointing the problems of limited employment opportunities in the rnral area leading to income dispaiity between the rich and the poor and even between two gender among the others. The problems for developing cottage and handicrafts industries have been analyzed pointing the micro and macro level problems. Similai·ly, the potentials and prospects have been ai1alyzed and discussed in order to provide the appropriate policy measures for development of such cottage and handicrafts industdes. Finally, the rnral industdal development Framework has been developed identifying the promotional strategies based on the existing potentials and the appropriate policy measures at national as well as in local level, has been suggested. Notes: 1. This Research study was completed as part of the requirements for the SPRING (ASIA) Program. SPRING, an acronym for Spatial Planning for Regions in Growing Economies, is an M.Sc. program jointly offered by AIT and the University of Dortmund, Ge1many. Under the SPRING Program a Research Study canying 12 credits, must be conceptualized and completed within only one term, i.e. from 1st January to 31st March. Preferably, the topic should be related to the preceding district development workshop. The SPRING Program thus differs from other M.Sc. Programs at AIT where most students write a thesis which spans at least eight months. 2. Prof. Dr. Volker Kreibiech, from University of Dortmund, attended the final examinations at AIT in August 1995.
