Abstract | The study examined the chronological technology development process of Korea and Taiwan. Key elements in the development process were identified and rationalized into a technology development strategy for each country. At the core of these strategies is the strong triangular innovation linkage between the academe, R&D institutes and industry, plus important enabling factors like venture capital, other technology guiding infrastructures and government incentives which support the triad. The strategic framework was applied to the case of the Philippines to assess the strengths and weaknesses of its technological development strategy and to propose recommendations drawn from relevant and appropriate elements of Korea's and Taiwan's experiences. Findings showed most elements to be weak or backward, particularly the linkages of the innovation triad as exemplified in the Philippines electronics sector. Moreover, there is a need to refocus the country's science and technology agenda for industrial development based on careful consideration of its endowments and competitive advantage. A strong industrial research organization, similar to Korea's KIST or Taiwan's ITRI, should be built while the government's commitment must be willfully implemented through functional and industry-specific incentives. |
