Abstract | The study has a n a lysed t he major socia l and economic ac t ivit i es i n t he Fi nsc hhafen District of Papua New Guinea . The impact of the rural road project, i n terms of changes t hat has occurred over the past seven year s as the ~ es ult of t h e i nflue nce of the road project on t he l oca l area, in particul a r t he vi llages in t he area of i nflue nce of t he Finsc hhafen-Pindiu roa d has been identified a nd eva luated in a systematic approac h to cost-be n e·fi t a nalysis met hodol ogy which is c ommonly used in determining investment viability condition s of econ omic projects. Whil e there has been a positive i mpact o f the road on t he l ocal economy as t he resu lt of t he dive r sion of passenger a nd cargo traffic away from t he expensive air tran s portation syst em through saving s in tra n s port cost, a n ew trend o f tra nspor t rel a t ed pro blems seems to have e me r ged as demand for goods and services increases with increase d mo bi lity of the people i n the area of influence, due to reduced distance a nd tran s p o r tation cost, which more so conce rns the broader societal goal s a nd objectives. The fund a mental i ssue is obvious l y t he phys i ca l constrai nts related to "distance a nd participation" t hat is a common deve lopment problem in a country like Papua New Guinea where the r e are l arge ly dispersed sca ttered settlemen ts throughout a moun tai nous r egion s with l ow population density. These spatial deve l opment prob lems h owever can be solved t hroug h a systema t ic a pproach to development plann ing and ma n ageme nt, he nce t he study acknowledges t he need for an effective local - leve l planning a nd re- organ i sation of t he existing institutional framework to better cater for the demand s of a ra p i dl y changing s ocie ty a nd find ways a nd mean s to solve "new" deve l opment problems that might be created by improveme n t in road tran s port system, which is no longer t he problem of tran s port access ibility alone, but t he difficulties of achieving the wider societa l goal s and objectives. |
