AbstractThe objectives of this research are to ove1view the major issues and problems associated with the performance of state-owned enterptises (SOEs) in Vietnam with a view to assessing the prospects of privatization in Vietnam as one of the options to the ineffectiveness of the state enterprise sector. On the basis of the expe1ience from several countties and a smvey conducted in the area of Hanoi, Vietnam from December 16, 1994 to Febmary 26, 1995, the research has summa1ized the distinctive features of the Vietnamese SOEs and their business environment, which should be taken into consideration when unde1taking the renovation of their pe1fo1mance. It has indicated the necessity of privatization option as a more effective, fast and feasible approach to solving the cw1·ent situation of the state enterp1ise sector. It has also made ce1tain recommendations for implementing the p1ivatization process, based on the analysis of available inf01mation. The most imp01tant :finding of this research is that although not being the perfect panacea for all problems of the state enterptise sector, ptivatization inevitably is an necessa1y solution to the perfo1mance of SOEs in Vietnam, at least, in the cwrnnt stage of its development. Whatever the trends around the world in this field of economic policy are, the necessity of p1ivatization of Vietnamese SOEs is not doubtful because it takes roots in the own needs and distinctive featmes of the state ente1prise sector of the countly. The introduction of market forces into the economy by unde1taking ptivatization ce1tainly will b1ing new dynamism to the SOEs, exposing them to fierce competition for the benefits of the nation itseJf
