Abstract | As Export Processing Zone (EPZ) is still a new phenomenon in Vietnam, most of the Vietnamese officials, planners have little knowledge about the EPZ. Therefore, while conducting the EPZ project, many problems have emerged especially in the planning and designing process. The overall goal of the study was to assist the implementation of a pilot project, the so-called Saigon Export Processing Zone (SEPZONE), which is situated in an urban fringe area of Hochiminh City. In order to achieve this goal, the following specific objectives were adopted: to provide a master plan for the project, to estimate the impacts of the project and to come up with possible recommendations for the project implementation. To help designing the master plan for the project, standards, principles and design criteria were elaborated. The study also looked into the urbanization impacts of the project to the city and to the adjoining area. The study indicated that, from the viewpoint of urban development policy, the project is likely to have good impacts such as creating a better environment for both industrial development and expansion outside the city; reducing migration from the outside area to the city and opening new lands for more efficient commercial use. On the other hand, the project also requires land for allocating related industries and for accommodating 17,000 inhabitants, i.e. workers and their dependants. Consequently, by SEPZONE project establishment, the adjoining area is expected to change its land use patterns towards a new industrial town of the city. Finally, to facilitate the project implementation, the study recommended the co- operation of the government agencies concerned and the proper phasing of construction. Moreover, to ensure a sound urban development of the adjoining area, the study also suggested to integrate the zone with the basic development of the whole area, including compulsory development control beyond the zone limits and a major role of the City Government in a housing programme for SEPZONE workers. |
