AbstractDuring the recent years, Vietnamese Economy has developed in vanous economic sectors such as, private, joint-enture , collective operation, foreign investment, and state-owned enterprise. The government policy affums that stateowned enterprises have to play the major role in the economy. However, state-owned enterprises' business operations have not developed as well as other sectors. In this study, the Cantho Animal Fishery Products Processing Export enterprise, a state-owned enterprise, is concerned and analyzed both internal and external environments. In order to analyze and assess the enterprise' s operation, case method and strategic audit technique are used. The enterprise' s financial position is assessed by using financial ratio system. Then the enterprise' s strengths, weaknesses, opportunities, and threats are determined ( S.W.O.T.). After ( S.W.O.T. ) analysis, Production Capacity Development Strategy (PCDS) is selected, which based on the enterprise' s capacities and potential markets.
