AbstractDisasters has increasingly become a great concern for their impacts on local and national development. A single major disaster can cause damages not only to lives and property of local pepole but also to development activities in the affected area. Disaster managements and planning before and after the incident is therefore necessary. In this respect, the local planning organization essentially play a crucial role. This study explored the local development planning process after the incident. It sought to explain how local planning was affected by the disaster; what the problems and limitations of the attempt to plan for rehabilitation were and whether there were changes and adjustments on the planning organization and procedure. Assessement of the impact of disaster on local planning process and its consequent change and adjustment as well as problems and limitations were based on qualitative analysis of perception of local planners and villagers. Discussion with those directly involved in the study area also contributed to the analysis. This study found that although planning process seemed to be affected by disasters to a great extent and it was aggravated by some conventional bureaucratic problems there was no major change and adjustment on local development planning process. Consequently, the planning for rehabilitation and development was not considered a success. Finally, the study suggests ways and means to strengthen the capability of the local planning process for rehabilitation and development.
