AbstractThis study examines the factors that lie behind the failure of a mass housing programme in Hyderabad, Pakistan. A total of 7000 million Pakistani rupees have been spent from the Prime Ministers Special Development Fund and the Zakat Fund to build 150, 000 low income houses for the shelterless and poor (Mustahaqeen). Only 20, 000 houses have been completed and the remainder are incomplete. Most of the completed houses remain unoccupied or are occupied by people other than the target group. Factors explored include political instability, bureaucratic procedures, National Housing Authority Implementation and selection of the target groups. Interviews and surveys are conducted with politicians, National Housing Authority and other government officials, contractors and builders, beneficiaries and members of the target group. Major findings indicate that failure of the programme is due to improper implementation, poor selection procedure, selection of remote sites, lack of supervision and corrupt practices. Recommendations are made for future project implementation.
