Abstract | To solve the parking problem is one of the critical traffic issues in Bangkok and perhaps one of the most urgent needs is to alleviate the parking problems in governmental offices which could set a proper image for the. private sectors to follow. The main aim of t h is study is to propose the measures to improve parking problems in the governmental offices in Bangkok. To do this research, 5 governmental offices were se l ected to be study sites of parking duration survey and parking inventory survey and 13 off ices were selected to be the sites of questionnaire survey. Results of findings revealed that the most crucial parking problem is insufficient parking spaces. It was verified with parking time survey that t h e maximum ratios of vehicles parked inside the office and parking stall capacity (V/C ratio ) were greater than 1 among t h e offices. Also, the results obtained from questionnaire s urvey revealed that more than 85% of the respondents of 8 offices among 13 study sites responded that parking spaces are insufficient in the governmental offices. The problem resulted in many illegal parkers, low level of service and lack of safety in car parks. For the improvement of the parking system, the i mposition of parking fee could set up a well discipline in car parks; screen the e mployees and visitors; and finance for maintenance and repair of car parks. Although no parking ·fee have ever been imposed in the governmental offices at present, it is identified with questionnaire survey that the average tolerant parking fee is 10 Baht/hour for s hort term parking and 300 Baht/month for long term parking. The cost and revenue ana l yses were used to derive t h e results to impose parking fee. Obviously , the results indicated all governmental offices will enjoy the high benefits by imposing parkin g fee. To so l ve the problem of insufficient parking spaces, the double deck mechanical parking system was introduced. It was examined with the maxi mum V/C ratio that the ratios reduced to be less than 1 in some offices if the double deck parking system were utilized. Also , the costs and revenues were analyzed. It is revealed that the internal rate of return is greater than social discount rate during t he life cycle of double deck parking system. Thus , the alternative to set up double deck parking system is feasible. |
