AbstractIn Indonesia, antipoverty programs have been the major concerns of government policy agendas. The failure of the growth-oriented development in addressing the problems of poverty, has called attention to mobilize local resources towards the involvement of local organizations in poverty alleviation programs. This study is an attempt to identify the contributions of local organizations to the development of villages, assuming that there would be higher performance of local organizations in areas where the more developed villages exist. Villages categorized as poor and non-poor were compared applying variables from the framework of internal and external pe1formance-level factors. Results from six selected villages involving 246 respondents revealed that local organizations play an important role in poverty alleviation programs and serve as a supporting factor in the development of villages. The good performances of LOs are in management of service, cohesiveness and in attaining goals regarding health related programs. Even-though, several bottlenecks still hamper their performance, namely, low participation on the part of the poor, infrequent organizational communication, and incompetent personnel capabilities. Some of their programs are not in agreement with the demand of beneficiaries and hence their goals are not successfully achieved. The concluding remarks recommend to up-date the existing programs and enhance the effectiveness of delivering such programs, and highlight the need for generating economically productive activities and for greater popular participation.
