Abstract | The industrial estate strategy in development planning has been used extensively in many developing and even developed countries as a policy instrument for dispersing economic growth from areas of excessive development such as metropolitan centers to lagging regions, and consequently, local area development. Planners and policy-makers adopt this approach with the hope of promoting industrialization and combating unemployment in the regions and stimulating growth in selected areas and its peripheral areas. This study investigates the contribution of a small industrial estate in the development and urbanization of a town and its surrounding areas by identifying a number of socio-economic implications and measuring the extent of these implications in the lives of the town people. The capital town of Tarlac in the province of the same name in the Philippines, and the site of the Luisita Industrial Estate has been chosen as the study area. The analysis of actual implications is divided into two parts. The first deals with the economic implications generated by the spending of factories, its workers, and local residents. The second part covers some social and economic changes that transpired within the town, more specifically in the communities surrounding the industrial estate, since the establishment of the Luisita Industrial Estate. Significant changes in occupation, income, consumption, migration, commuting patterns, and the use and availability of social services are observed. The important indicators of implications are determined. The present study contends that the development of the industrial estate has generated positive implications on the town. The emerging positive implications are in employment and income earning opportunities, heightening urbanization of the area, availability of social and physical infrastructure facilities, and local area development strengthened by localized spending of factories, workers and residents as well as increasing physical development. Favorable and unfavorable implications are identified in the study with the observation that a small industrial estate in rapidly urbanizing town promotes local area development. Finally, some implications for future planning are discussed. |
