Working environment of women in the garment industry : the case of the Northern Corridor of the Bangkok Metropolitan, Thailand

AbstractThe industrialization policy on the export promotion is one of the key strategies of the Thai government to accelerate economic growth. However, Thailand is still a country abandoned with cheap labor; hence, several export-oriented industries which were labor- intensive, such as textiles and garment, food processing, electronic goods and gem cutting expanded rapidly. The effect of this policy was that a new labor market was opened to women in the industrial sector. Garment industry is another case showing the very high proportion of women workers (90 to 95 per cent). Bangkok Metropolitan Region (BMR) is desinated as a rapid expending industrial development area, particularly in Phuthumthani where the garment industry is the second largest industry. The study focuses on the Northern Corridor of Pathumthani, a rapid urbanizing and industrializing fringe area in the north of Bangkok Metropolitan Region. The study found that large and medium size of companies have provided a positive working environment to workers in accordance with the labor protection laws. Physical conditions related to working space, ventilation and toilets are considered poor. On the contrary, the small firms have displayed quite a negative working environment and pay lower wages than the minimum guarantee wages because the wages system is piece-rated based. Analyzing the perceptions of the workers in this three size firms, it has been found that there is a correlation between the size of firm, the labor union, and the knowledge of their basic elements of the labor protection laws. Most workers from the large and medium firms have got the basic knowledge related to leave, and have been alerted to remobilize their needs. On the other hand, the discrimination and stereotyping of industrial work are normally practiced. Female workers are mostly involved in low-skilled work. The recommendations for planning related to the human resources development. such as better cooperation between government, employers and employees; on empowerment knowledge among workers and the young generation on the Labor Protection Laws; on the industrial development and its responsibilities. The government should give emphasis to the inspection of the working environment of small firms and issue laws that will improve welfare and enhance a better quality of life among workers.
