Abstract | Nature tourism in national parks or protected areas is a highly debated issue in policy planning and implementation. In Laos nature tourism planning and management is a new activity, as is t he existence of protected areas. There is need for under standi ng of issues, c l ear objectives, sound policies and realistic strategy in order to avoid environmental degradation from even nature tourism development. This research study uses strategic analysis methodology to formulate a strategy for nature tourism development in Phou Khao Khouay, the first Protected Area in Lao PDR. This study aims at obtaining socio-economic be ne fi t while sustaining the natural integrity of the protected area. Based on primary data, including interviews with twenty-seven key informants, and secondary information, key decision factors and societal driving forces were identified. Subsequently, four scenarios were developed and one was chosen by National Tourism Authority of Lao PDR as a most likely scenario to unfold. The threats and opportunities of this scenario were then compared with the strengths and weaknesses of the National Tourism Authority of Laos and a strategy formulated for nature tourism in the Phou Khao Khoay protected area. |
