Measures to alleviate parking problems in Taipei

AbstractParking problems can be considered as one of the major contributing factors to traffic congestion probl ems in Taipei City. Thus , there is an urgent need to a lleviate the parking problems in the central area of Taipei. The main objective of this study is to propose the measures to improve parking problems in the central area of Taipei. In this research, four car parks (three public and one private ) were sel ected as the study sites using parking duration survey. Twelve sites of on-street parking and ten sites of various t ypes of off - s treet parking were selected for parking inventory s urvey . One road section was sel ect ed to conduct the travel time and traffic volume s urveys to examine the effect of before and after studies of banning the curb parking. In addition, the motorists were selected randomly to conduct the questionnaires survey in order t o examine their attitudes and opinions toward the parking problems and parking facilities in Taipei. The results of parking duration survey showed that the cruci al problem of public car parks is the degree of utilization whic h d e p ends on the p arking fee. It was identified with the comparisons of parking duration and turnover rates of the different public car parks. The h igher parking fee caused the higher turnover rate, and subsequently the l ower degree of utilization (V/C ratio) were noticed especially at the private car park. On the contrary, most of public car parks are facing with higher degree of ut i li zation due to the l ower parking fee b eing c harged. Besides, the on-street parking is the one of major reasons to affect t he traffic flows along the road . It was testified in the travel time and traffic volume surveys as t he results c l early indicated that travel speeds were significantly affected by the on-street parking. On the other hand, t he insufficient parking spaces in Taipei City can be commonly noticed. Results obtained from questionnaire surveys indicated that the parking spaces are insufficient as responded by the overwhelming majority of Taipe i motorists. To alleviate the problem of insufficient parking spaces, t he construction of more car parks is t he most direct measure. The designated parking area, underneath the school playgrounds and underneath the parks or squares were recommended to con struct public car parks . Moreover , promotion of the private investment to construct t he parking facilities is found to be t he most favored among the respondents. Therefore improvements should be incorporated according to the users needs and preferences.
