A comparative study of participatory rural development through the Change Agent and Social Mobilisation Programmes in Matara District, Sri Lanka

AbstractParticipatory Rural Development has been recognised by different development agenc ies as a successful approach to self- re l i ant sustainable deve 1 opment of the rural poor, based on the experience of several Asian countries. The Change Agents Programme (CAP) and the Socia 1 Mobilisation Programme ( SMP) are two such major participatory rural development programmes implemented by the government of Sri Lanka on an experimental basis. This study exarni ned and compared the approaches and strategies adopted by the CAP and the SMP to enhance peop 1 e's participation and considered how these approaches and strategies are perceived by the benefi c iaries and how they affect the people's participation in development activities initiated under each programme, by researching a sample of beneficiaries in a district in southern Sri Lanka where both the programmes are in operation. The comparison between the two programmes was done by assessing the extent of participation of tbe beneficiaries in different aspects of the programmes based on observations and discussions with the beneficiaries and the others concerned with the programmes . While emphasising the qualitative analysis of the data, a quantitative analysis was done in order to fac ilitate the comparison between the two programmes. The study found that there is a significant differen ce between the two programmes in terms of people's participation. This was mainly due to the conceptual and strategic differences between the two programmes. While the SMP is enhancing people's participation by providing a comprehensive package of benefits to its beneficiaries with a view to improving their access to IRDP with the support of an intervenor, the CAP attempts to promote people's participation based on the strengths, energies and increased awareness of the beneficiaries with the intervention of a Change Agent. Al though the CAP and the SMP beneficiaries have been benefitted by the respective programmes to varying extent, this study suggests the ways and means of strengthening people's participation for self-reliant sustainable development.
