Abstract | Sanitation in katchi abadis presents a dilemma; on the one hand the health and property of the residents is endangered without sanitary latrines and underground sewerage lines; on the other hand the costs of a conventional sewerage system cannot be paid by the residents. Unlike government's program of upgrading, projects by the Orangi Pilot Project, a NGO, have< succeeded in enabling low-income families to acquire basic urban services. The work of the Orangi Pilot Project has provided a new approach to squatter settlement upgrading, the concept being that the community and the municipal agency both have a role in development. This idea of development has been acceptable to the national and international agencies and they are now molding their projects towards this idea. ยท In the Sind province qf Pakistan, three projects follow this idea of development; one in Sukkur and two in Karachi. This study provides a comparative analysis of these three projects I and examines advantages and shortcomings in the implementation. It looked in particular at the coordination and cooperation between different actors in the projects while performing the assigned roles. This has been done based on data collected through interviews and discussions with the concerned officials of the government agencies, Orangi Pilot Project, funding agencies and representatives of the people in the three settlements. Our findings reveal that the integrated approach has succeeded in reducing the cost of developing sewerage network infrastructure to one third of the cost of the conventional system. Although problems of community participation were observed, they were found to be related to a lack of coordination between agencies responsible for external development and the actors responsible for internal sewerage development. Ba~ed upon the findings, this study proposes an improved organizational structure for better coordination between government agencies, the community and other relevant actors, so that this approach can be replicated in other cities of Sind. |
