| Abstract | All poverty foc u ssed programmes implemented in Sri Lanka from 1950s seem to uplift the poor a nd, due to that, there are around 47 percent people below the poverty line. In order to alleviate this situ ation the J a nasavi ya programme was introdu ced i n 1 989 as the key development programme of the country a nd t h e ma j or focus of the pro g ramme was to deve lop t h e human strength and satisf y the primary nee d s of t h e poor . This study ha s reviewed the implementing procedures of the first round of the Janasaviya programme in Agalawatte AGA division giving special e mphasis to the sel f-employment component , wh ich was consider as the way to achieve s u stainable i n crease in income for the poor. In addition it has examine d the participation of t h e people in the activities of the programme and their perception of various aspect s of it. I n many cases t h e programme could not achieve t h e expected targets mainly due to the poor operational methods a nd the existing socio-economic conditions of the country . There was no coordinated plan among t h e c onc erned agencies on organising and implementing the programme speciall y at the grass roots level . Recipients had not understood the objectives a nd princip l es of the progr amme clearl y and due to that they did not consider t his programme as an opportunity to develop their income conditions. As a result of that, the commitment of the peopl e for t h e s u ccess of man y acti vities was very low. Supportive system for the implementation of self-empl oyment comp onent was mostly insu fficient. Institutional linkages among the concerned line agen c i es need to b e develope d for b etter i mplementation. Political , administrative a nd all the oth er groups, specially the b e n eficiari es mu st be well aware with the ob j ectives of t h e programme and special attenti on n eed s to be given for that. It is n ecessary to review the adverse impact of t h e existing other policies which affect self-employment activities ad versel y and at the same time t he supportive mechanis m h as to be st rengthe n e d by giving s p ec ial priority to t h e available resources and marketin g facil ities. |
