AbstractThe Cirebon Urban Development Project (CUDP) is one of the many internationally financed urban development projects undertaken in Indonesia, with an aim of improving t h e quality of urban infrastructural services. CUDP initially began with the sole aim of improving the Water Supply System for Cirebon, t h e success of which encouraged the authorities to expand the project into a second phase dealing with the aspect of Solid Waste Management. CUDP, which first began in 1981, introduced its secon d ph ase six years l ater, which reached its completion in 1992. A third phase (CUDP III) is underway , which addresses itself to the aspect of institutional development. Since the beginning of the CUDP project no independent, ou tside stu dy has been undertaken to evaluate its performance. This research is first su ch attempt in this direction. Due to enormity of the project size, the study was limited to the evaluation of CUDP II, t h e phase dealing· with the aspect of solid waste management. The reason being its recent completion and t hus visible impacts and recollectable views. The research evaluates the project accomplishments in relation to its st ated objectives and targets. For t his specific criteria of evaluation were selected an d analyzed to identify their implications. The technique of evaluation used in the research is a modification of the 'Goal Achievement Matrix'. In t his th e achievements are identified buy taking t h e stated targets of he project as a base and assessing the actual achievement in relation to t h em. A system scoring· for the secondary data and that of weighing for interviews was used. The evaluation of the project shows a su ccess r ate of 70% , which speaks by itself the achievements of CUDP II's stated targets, and 60 % of project impact. The aspect identified as the weakest was t h e lack in institut ional capability of the cleansing agency in volved with th e project, policy recommendation for the improvement of which were made subsequently. The community under the project area, for which improvement targets were made, leaves much to be desired in reducing· the cost of solid waste management by involving them in the process of it. The aspect of environment and h ealth among th ese n eeds to be addressed immediately, which the recommendations do suggest to str engthen the environmental laws and r egulations. Further research, should focus on strengthening the efficiency of solid waste management su ch as evaluating t he routing system, and assessing· the possibility of private sect or involvement .
