Abstract | Controversy over wheth er dam construction s hould be carried out or not seems never t o end in terms o f weighing the pros a nd cons o f the reservoir , In the case of Vi e tna m, the Hoa Binh Hydroe l ectri c Plant really g ives e normous bene fit in e l ectri c ity suppl y not onl y for North Vietnam but a l so fo r Ho Chi Minh City ( South Vietnam) in next f e w years. However, issues created by s uch a bi g reservo i r like the Hoa Binh and by resettlement program need t o be a ddressed to l imit the negative c onsequences a nd to ensure s ustainable development. This is the reason l eading to this s tudy. Se l ect ed p l aces s u rrounding the Hoa Binh reservoir were involved in the survey. The mai n o bj ective of t his study was to explore environmenta l and socio-economi c impacts of the Hoa Binh da m, particularly of the resettl ement the reservoir. Based upon the 10 year his tory of t he evacuation process f rom the Hoa Binh dam, the resettlement of this area h as been divided into three types s uc h as p l anned "new v :Ulage " , planned "existing " vi llage and spontaneous " s t epwise " resettlement. Field s urvey, data co llection through interview, discussions, "grey" literature and s t atisti cal analysis were carried out. The findings s h owed that with the cu rrent situation , the evacuees so far have t o face mo re problems than they have received be nefits from the reservoir due to lack of experi ences in organization and implementation of resettlement authorities. Therefore, activities such as s hifting cultivation, illegal forest harvesting have acce l erated and seriou sly threatened the s u rroundi n g environment, life span o f the reservo ir a nd future 1.ive lihoods. The s tudy ·indicates that a mo re integrated approac h to resettleme nt planning was required at Hoa Binh and should be foll owed in other reservoir development sch emes in Vietnam. A full assessme nt of the needs o f the peopl e to be move d should be combined with ananal ysi s of resource potentials for livelihood deve lopment. In the case of Hoa Binh, these are seen most to lie in the development of lak e fisheries including cage culture, and in the promotion of community- based agro-forestry systems . |
