Abstract | Foreign investment project plays an important role in development of developing counU)'. The investment selection decision forms an essential part of the development process. The sound of the selection decisions will lead to the success of development process. The selection process is based on the critetia which are designed to select projects that meet the national objectives most effectively. However, this process has not been an easy task for Decision Maker. This research is aimed to develop a prototype Decision Support System for project selection by integrating Multicriteria Decision Making approach and Artificial Intelligence technique. The system has been designed with two main functions: selecting portfolios projects and selecting single project. It includes six modules: Database Management (DBM), Automatically Generating Input for zero-one Goal Programming (AGIM), Multicriteria Ranking (MR), Filtering Expert System (FES), Single Project Evaluation (SPE) and Helper. The selection portfolios of projects function is based on Integer zero-one Goal Programming technique. Goal Programming model was automatically generated by AGIM and the results are obtained by solving model with Sequential Linear Goal Programming (SLOP) by the linear programming computer package XA. In order to provide the flexible selection to DM, MR module is implemented based on MCQA-11 concept. The selection single project is done by SPE module. This module is implemented in two steps: exu·action expert knowledge in project evaluation field and building knowledge base. This system is developed on FOXPRO, TURBO C and Expert system shell VP-EXPERT. All modules are integrated and interfaced as whole and can be implemented on IBM-PC or compatible. The development and testing this system is discussed in detail. This Decision Support System is ready to use for selecting of foreign investment projects in Vietnam which is shown as a case study. |
