AbstractThe purpose of this study is to develop an integrated model that is useful for the efficiency evaluation of perfmmances in the industrial and other departments. The efficiency evaluation is an important topic in academic and practical field. Basically saying, it is dependant to a particular comparison set. In this comparison set, sometimes called the homogeneous units, all Decision Making Units (DMUs) should have two assumptions. One is that the units under consideration perform the same tasks, and the other is that all of the units must operate under the similar market conditions. To make the evaluation more efficient, Analytic Hierarchy Process (AHP) is used in the selection of factors that can effectively show performances of the units. After that, Data Envelopment Analysis (DEA) model is developed to assess the efficiency of the objective unit. Finally, a sub-model of [)EA is used for target setting. This target setting will be guideline for Decision Makers in practice to improve the efficiency of the particular department. Through a case study about Hunan Provincial Mechanical and Electrical Industry, it is proved that DEA is a very effective method to measure the relative efficiency of a particular Decision Making Unit. The combination of AHP and DEA is also very good at making the efficiency evaluation objective. The application of the integrated model showed that the performance of Hunan Province in the past three years was inefficient within the reference set. In addition to the over amount of the investments, the unrational industrial structure ( i.e., lower ratio of the export value to the total products ) was the major reason to result in the inefficient performance. Furthermore, the study indicated that DEA should be used as a follow up research, which might give a feasible guidelines to the Decision Makers to improve the future performances of the industrial sectors.
