Abstract | The purpose of this study is to develop a methodology for assessing the strength of Industrial Research Triangle by determining magnitude of different types of factor flows and the . relative importance of the linkages. The concept of the linkage assessment itself is a very complex one, involving any or many possible combination flow of money, technoware, humanware, inforware and orgaware factors. Flow of these factors can be both formal and non formal. The study begins with identification of these factor flows from one unit to other units. Next, a description is given on different widely used linkage activities, such as contract research, joint research, sponsored research, provision of services and training activities. A model, which contains three steps, is developed. First step is evaluation of magnitude of flow from one unit to other units that has great impact on linkage activities. Second step is evaluation of the flows with respect to different linkages. The final step is the determination of the relative strength of the linkages of the triangle. A method, which is a combination of the theory of hierarchies and the eigen value approach to set priorities, is used for analysis based on the three step model. Expert value judgement is involved in two sets of assessments. First, individual linkage for assessing the linkage types between two units and second overall linkage to determine the relative importance of the linkage among the three units. |
