Abstract | Developing countries have traditonally financed public infrastructures through taxpayer funds. The ability to finance development in this way has reached its limit. During this decade, many developing countries are facing a heavy debt burden while development of infrastructures is still required to continue the provision of better facilities. This has compelled the developing countries to look to the private sector for investments. Together with greater competition to capture large market, it has forced the private sector especially firms in construction industry to participate in infrastructure projects. Build Operate Transfer (BOT) scheme is a method of private financing for developing infrastructures. As a developing country, Indonesia is improving its infrastructures to provide convenient facilities to its people and attract more investment as well. The Government oflndonesia has prepared the legal aspect and incentives showing its strong interest for private investment in infrastructures and three sectors have been offered, i.e, toll roads, telecommunication services, and power generating plants. BOT projects are highly complex from both a legal and financial point of view. They require potential sponsors because of high cost on development and negotiation phase. The host government support appears to be still important in getting the BOT projects started. |
