Abstract | Since the 1980 s, in common with countries, Thailand has also made major lower level administration and planning, development approach as one of the major rural poverty and regional disparities. many other efforts to emphasizing thrusts in developing strengthen a regional overcoming Under the Fifth National Economic and Social Development Plan the country stabilized the National Rural Development Program which facilitated an improved rural development administration system at various levels, However this new system has been facing several difficulties in achieving its objectives, particularly in relation to the capabilities of the district administration to carry out the tasks expected of it. This study is limited mainly to two aspects development administration and planning capability at the district level. The district off ice is the focal point between the government and people of the country. It has been assigned to do a number of activities under the NRDP, but available authority and facilities are not in line which responsibilities. It was found that the district level has been facing difficulties in implementing the NRDP due to the inadequacy of staff and training, lack of authority, coordination, and peoples participation in the development program . The study also reveals that the NRDP has not been able to solve serious problems in the rural areas. To overcome these shortcoming at the district level, it is recommended to adopt a flexible comprehensive administration and planning framework and also that adequate staffing and training should be effected. This Research Study was completed as part of the requirements of for the SPRING (Asia) Programme. SPRING, an acronym for Spatial Planning for Regional Growing Economies, is an M. So. programme jointly offered by AIT and the University of Dortmund, Germany. Under the SPRING Programme, a Research Study carrying 12 credits, must be conceptualized and completed within only one term, i.e. from 1 January to 31 March . Preferably, the topic should be related to the preceding District Development Planning Workshop. The SPRING Programme thus differs from other M. Sc. programmes at AIT where most students write a thesis which spans at least 8 months. |
