Abstract | This s tudy has attemp t ed to assess the resource mobil ization capacity of the loca l government based on the information available from Thama i District, Chanthaburi, Thailand. Resource generation, a llocation and utilization relat ed l i terature i s reviewed. This is fol lowe d by the examination of the l evel and sources of local resource generation and factors and procedures for its allocation are considered. Th e temporal pattern of expenditure i s examined. Finally, an attempt is also made to anal yze potentials for better a nd efficient resource mobilization. Findings of this study revea l that local government had not b een able to mobilize resources adequately and effi ciently due to highly centralized finan cial administration system and limite d a u thority delegated to the loca l gove r n ment. There is p ot ent ial for raising revenue of t h e Thamai District s ubstantiall y. This, however , e nta ils greater autonomy of the local government i n decision-making. An attempt i s als o ma de to s uggest guidelines for strength ening local government f i nancial system. Note: This Research Study wa s undertaken as a p art of t he r equirement for the SPRING (As ia) Programme. SPRING, an acr ony m for Spatial Planning for Re gions in Growing Economics , i s a M. Sc. programme jointly offered by AIT and the University o f Dortmund, Germany. Under the SPRING Programme , a Research Study carrying 12 credits, must be conceptu ali zed and completed with in only one term , i. e. , from 1 January to 31 March . Preferably , the topi c s hou ld be related to the preceding District Development Planning Works hop . The SPRING Programme thu s differs from other M. Sc. programmes at AIT where most stud ents write a t h esis which spans at least 8 months . |
