AbstractThis paper reviews t he environmenta l impacts of shrimp c ul t ure and discusses the related issues. The main i mpact discussed in this paper is the deterioration of water qua lity . There is evidence that thi s problem has adverse ly affected t he long-term sustainabili t y of shrimp industry itself. The co ll apse of Taiwan shrimp c ulture in 1988 is t he best viewed of this problem. The causes of t he co ll apse were studied and revealed that the problem occured due to t he severe mi smanagement of the shrimp farm. However , there are indications that si milar mistakes are being committed in Thailand. Overexpansion of shrimp culture, in the boom years, created greedy operator who went for immediate profit without considering sustainabi l ity of production. Thu s planting seeds for future fiasco. Accordingly, there is a n eed to redefine the objective of farming as well as reorganise the management in order not to repeat the glaring exampl e of Taiwan's s hri mp i ndustry . For this purpose ex ploration of alternative s~rategies is done i n this research. Last ly, an a lternative s trategy i s proposed to so lve the s hr imp water pollution problem a n d hence s ustain e d shrimp industry . The alternative was formulated based o n t he shrimp farm operators and other agen t efforts in rect i fyi ng the problem. It was also con s idered the existing policy. Thus it is the extension of the existing program and policies. The recommended a l ternative st rategy i s ca ll ed "Hybrid Strategy" whi ch is combini n g the comparative advantage of both private and public sectors. The government will deal with social issues and the private sector will involve in the economi c efficiency and transfer technology. For these purposes , the government wi ll active in the extension services as well as create conducive policies for the business. Neverthe l ess, it also demand the farmers as a target group to be active and take a ro l e in the action p1rogram .
